In a surprising reversal, on Monday the Boy Scouts of America announced that it is weighing an end to its longstanding prohibition of gays in its ranks, either as scouts or counselors. But rather than mandate equal treatment for all who want to enter scouting, the organization said that it will likely leave the final decision on gays’ eligibility to individual chapters.
